One solution might be Quick 3D Cover, a program that brings you a complete set of templates and configurations to help you create the covers you need.
The application definitely gets a plus for the simple fact that it allows you to batch create dozens of covers using the same configured template, this way, saving a lot of your time. You can save the resulted covers in any image format you like, at the highest quality possible.
More to that, a built-in cover designer will give you access to more templates, categorized according to their number of layers and design (shapes, page arrangement, etc.). There you can enter details like title, author and adjust the color palette according to your needs.
An aspect I didn't like about Quick 3D Cover was the absence of an image editor; you have to insert images from your computer. As for the rest, the program brought me all the tools I needed to create the cover for my CD at a reasonable price.
